She received her education specialist degree from Mississippi State University in 1985. She received her master of education degree from the University of Mississippi in 1976. Belinda was recognized as an Outstanding Young Student of America in 1982.

Belinda received her bachelor of science degree cum laude from Mississippi State College for Women in 1973. She graduated from East Mississippi Community College in 1971 and West Lauderdale High School in 1969.
