Meridian Police Department Capt. Dean Harper said Friday afternoon Charles D. Spencer, 48, of Hattiesburg, was taken into custody by officers of the MPD and charged as being a fugitive from justice. An 88-year-old man told police he was robbed of his wallet while in his home by a lone black man.     The victim, who was unharmed, told police the man ran away on foot.
