Downtown apartments delayed, but project still on

MERIDIAN —     A development project to convert an old building into apartments downtown has been delayed, but is still in the works.

    Clarence Chapman, president of Chartre Companies Ltd., said on Wednesday that the project to convert the old BellSouth building on 23rd Avenue into apartments is temporarily delayed.

    The delay is due to some 10 other projects that the company is working on and some of them have very tight deadlines, Chapman said. The architects on the Meridian project have not been able to finish the final designs for the Cumberland Terrace apartments.

    The apartments are so named because the building was originally constructed to house the Cumberland Telephone and Telegraph Service, an offshoot of the old Cumberland Overland Stage Company.

    "Nothing has changed  on our part," Chapman said. "We are working day and night. We are fortunate to have that much work."

    About 90 percent of the demolition of the interior of the building is done, including asbestos abatement, he said. The company expects to submit requests for permits from the city next month, Chapman said, and plans to start the next phase after the first of the year.

    Plans are to convert the building into a 26-unit apartment building with one-bedroom efficiencies, two-bedroom units and larger one-bedroom units. The exterior of the building will get balconies and more windows.

    Charter's investment in the project is approximately $4.5 million.
